Why are the Chicago Bulls incompetent?

The Chicago Bulls have been rumored to acquirae Pao Gasol for a year now.  What happened?  He goes to the LA Lakers for Kwame Brown and future draft picks!!! R u kidding me? The Chicago Bulls have better players to trade and they couldnt pull that deal of? They have been rumored to trade for Andre Miller of the 76ers, but that probably wont happen either. I already know this year is a bust, but at the end of the season, if they dont get better players then its just going to hurt them in the future.
